Herring/haddock emergency action

The emergency rule published in the Federal Register on June 13 by the National Marine Fisheries Service (NMFS) lifted the zero-haddock possession limit for Category 1 herring vessels and implemented a new 1,000-pound haddock limit.

Furthermore, the rule instituted a 270,000-pound overall haddock total allowable catch (TAC) limit for Category 1 herring boats and:

• Suspended the haddock minimum size for Category 1 boats only;

• Prohibited the purchase and sale of haddock for human consumption for fish harvested by Category 1 vessels;

• Implemented a rule requiring “herring dealers and processors, such as canneries, freezer plants, and at-sea processors, which handle and/or sort fish individually,” to cull landings from Category 1 boats and retain the haddock for inspection by enforcement officials for 12 hours; and

• Required all Category 1 boats, even those carrying observers, to provide advance notification of landing via the vessel monitoring system (VMS) at least 12 hours prior to crossing the VMS demarcation line when returning to port. Vessels fishing exclusively shoreward of the VMS demarcation line also must provide at least 12 hours notice prior to landing. Fishermen on trips of less than 12 hours in length must provide six hours of advance notification.
