NMFS releases final specs for 2005 herring fishery
GLOUCESTER, MA - The final specifications for the 2005 Atlantic herring fishery were published by the National Marine Fisheries Service (NMFS) on April 28.
The specifications “will be maintained through the 2006 fishing year unless stock and fishery conditions change substantially,” said the agency.
In some cases, the final numbers are significantly different from the ones recommended by the New England Fishery Management Council, especially in the total allowable catch (TAC) levels for Areas 2 and 3. (See Commercial Fisheries News, March 2005 for full explanation and rationale.)
Fishery specifications
Here are the numbers:
• Allowable biological catch (ABC) 220,000 metric tons (mt);
• Optimum yield (OY) 150,000 mt, down from the council’s 180,000 mt recommendation;
• Domestic annual harvest (DAH) 150,000 mt, down from the council’s 180,000 mt recommendation;
• Domestic annual processing (DAP) 146,000 mt, down from the council’s 176,000 mt recommendation;
• “Total foreign processing” (JVPt) 0;
• Joint venture processing (JVP) 0;
• Internal waters processing (IWP) 0;
• US at-sea processing (USAP) 20,000 mt from Areas 2 and 3 only, up from the council’s zero recommendation;
• Border transfers with Canada (BT) 4,000 mt;
• Total Allowable Level of Foreign Fishing (TALFF) 0; and
• Reserve 0.
Area by area TACs
• Area 1A 60,000 mt, with landings from Jan. 1 through May 31 not exceeding 6,000 mt;
• Area 1B 10,000 mt;
• Area 2 30,000 mt with no reserve, down from the 50,000 mt TAC recommended by the council; and
• Area 3 50,000 mt, down from the 60,000 mt allocation recommended by the council.
NMFS “may” use in-season adjustments to increase the TACs and other specifications if the herring fishery expands “more than anticipated.” /cfn/
