NMFS tells industry: Groundfish sectors must meet deadlines

GLOUCESTER, MA – Nineteen different groundfish sectors are up for consideration in Amendment 16 to the Northeast Multispecies Fishery Management Plan.

On Jan. 29, the National Marine Fisheries Service (NMFS) issued a letter to permit holders announcing two imminent sector deadlines and said, “Any limited-access multispecies vessel owner interested in participating in a sector for fishing year 2009 must work with his or her sector manager to finalize … membership documents in time for sector managers to meet the deadlines.”

The deadlines are:

• March 1, 2008 – This applies to sectors wanting allocations based on “individual catch histories” of prospective members. In this case, NMFS said sector managers must submit “a complete roster of participating vessels” by March 1 and then “confidentiality releases” by June 1.

• May 1, 2008 – This applies to sectors willing to accept allocations based on aggregate catch history data, “which would not require confidentiality releases from vessel owners,” said NMFS. In this case, sector managers have until May 1 to submit final membership rosters.

NMFS emphasized, “In order to calculate sector allocations for fishing year 2009, vessels may not be removed from a sector roster after June 1, 2008.”

Sectors proposed

Of the 19 proposed sectors, three are being sponsored by the Cape Cod Commercial Hook Fishermen’s Association (CCCHFA) and 12 are being sponsored by the Northeast Seafood Coalition (NSC).

Two others are under the wing of the Gulf of Maine Research Institute (GMRI), and two are independent.

Here is the list of proposed sector names and their affiliated sponsors:

• Georges Bank Cod Fixed Gear Sector – CCCHFA;

• Georges Bank Cod Hook Sector – CCCHFA;

• Tri-State Sector – CCCHFA;

• Sustainable Harvest Sector – Portland Fish Exchange and GMRI;

• Port Clyde Community Groundfish Sector – GMRI and Midcoast Fishermen’s Association;

• Gloucester/Boston Trawl Gulf of Maine and Georges Bank Sector – NSC;

• Gloucester Fixed Gear Sector – NSC;

• Gloucester Trawl Western Gulf of Maine Sector – NSC;

• New Bedford and Southern New England Fixed Gear Sector – NSC;

• New Bedford Channel Trawl Sector – NSC;

• New Bedford Deep Water Trawl Sector – NSC;

• New Hampshire and Southern Maine Fixed Gear Sector – NSC;

• New Hampshire and Southern Maine Trawl Gulf of Maine Sector – NSC;

• Point Judith and Southern New England Offshore Trawl Sector – NSC;

• Point Judith and Southern New England Trawl Sector – NSC;

• South Shore Fixed Gear Sector – NSC;

• South Shore Trawl Sector – NSC;

• Vineyard Sector Plan – Tom Osmers; and
