NMFS looking for Mid-Atlantic research proposals

GLOUCESTER, MA – The National Marine Fisheries Service (NMFS) announced late in December that it was accepting applications for the 2008 Mid-Atlantic Fishery Management Council Research Set-Aside (RSA) Program through Feb. 12, 2007.

The RSA program is a way to fund research and pay vessels through the sale of fish harvested under a research quota. The RSA program also provides a mechanism for selected applicants to obtain exempted fishing permits or letters of acknowledgement that allow them to harvest RSA fish outside of regular trip limits and seasons.

For the 2008 fishing year, NMFS will set aside for research purposes up to 3% of the total allowable landing (TAL) levels of summer flounder, scup, black sea bass, Loligo, Illex, Atlantic mackerel, butterfish, bluefish, and tilefish.

Specific species quotas and RSA amounts will be announced in later rule-makings.

NMFS and the council will give funding priority to research proposals in the following general subject areas:

Bycatch and discard reduction;

Mesh and gear selectivity;

Fishing impact on habitat;

Cooperative stock assessment surveys;

Improved recreational fishery data;

Tagging studies; and

“Other research relevant to the Mid-Atlantic fisheries as further discussed in the full funding opportunity announcement.”

That announcement identifies several “high priority” research areas, particularly for tilefish, scup, and black sea bass.
