ME DMR promotes Stockwell
HALLOWELL, ME - Maine Department of Marine Resources (DMR) Commissioner George Lapointe has named Terry Stockwell as the department’s new Director of External Affairs.
Responsibilities of the position include representing the DMR at fisheries management venues outside of the state, including the New England Fishery Management Council and the Atlantic State Marine Fisheries Commission (ASMFC).
“I can’t think of a better pick for the job,” said Lapointe, who advertised the position and interviewed several candidates before making his selection.
Stockwell, a former commercial fisherman, has been employed by the DMR since 1996, most recently as the agency’s resource management coordinator. He is well known by the state’s fishermen for his involvement with large whale, lobster, urchin, and quahog issues.
Among the reasons for promoting Stockwell, Lapointe said, were because he has good knowledge of the state’s fisheries, a proven track record, and has shown diligence and innovation in working out problems.
But key to the commissioner was the working relationship he has with Stockwell.
“I work well with Terry,” Lapointe said. “I trust him. I am confident he will do well by Maine fishermen.”
For his part, Stockwell, 52, is looking forward to the challenges of the new position, which becomes effective Jan. 3, while at the same time acknowledging that he has a lot of homework to do.
“I know about the realities of Maine’s fisheries and I’ve always worked with the fishing community,” he said. “I’m not ready now to speak out at the interstate and federal (management) tables, but I’m a willing learner.”
One of the first assignments Stockwell takes on is to attend the Marine Resource Education Program at the Gulf of Maine Marine Institute in early January. It’s a crash course in the Magnuson-Stevens Act, the federal law governing the fisheries and the council process. He’ll also spend time talking to people in and out of state.
He and Lapointe say there will be a transition period, when they both attend New England council and ASMFC meetings.
“We aren’t just throwing him out there,” Lapointe said. “That wouldn’t be fair to Terry or the Maine fishing community.”
Stockwell replaces Lew Flagg, who retired from the DMR last August.
Lapointe expects to advertise the resource management coordinator position early in the new year.
